Dr. Fraser MacKay has been a member of the St. Catharines community since 1971. He is a graduate of Queens University and McMaster Medical School. Fraser has  specialty certification in three primary care areas - family medicine, emergency medicine and addiction medicine. In 2003,  he established the Segue Clinic network with two colleagues which now extends from Hamilton to Port Colborne and assists people with opioid addiction.

Segue Clinic’s  integrated approach with other agencies helps to address the mental health, social and economic issues that are  critical to their recovery. One of Fraser’s most recent projects has been the introduction of the Smart Recovery Program to the Niagara region which is  geared to people seeking abstinence from addictive behaviours.

Fraser is the Medical Consultant for Quest Community Health Clinic located on Queenston Street which serves marginalized groups in St. Catharines.
